The Carbon Foundation and Mascott Capital Agree 10-Year Global Carbon Tax Partnership

ree

Themis Carbon CY Limited, trading as The Carbon Foundation, has signed a landmark 10-year Strategic Service Level and Compliance Framework Agreement with Mascott Capital Limited, a leader in sovereign digital finance reporting and tax infrastructure. The Carbon Foundation

Under the agreement, The Carbon Foundation becomes the exclusive provider of sovereign-authorised, AAA-rated (Assured, Auditable & Additional) compliant carbon credits for Mascott’s flagship Sentinal System – a real-time carbon tax collection and emissions-reporting platform deployed at national scale.

Powering sovereign carbon tax systems

The partnership is designed to help governments implement transparent, enforceable carbon taxation and mitigation regimes that are fully aligned with the Paris Agreement (Articles 6.2 and 6.4), ICAO CORSIA, and the EU ETS. By integrating The Carbon Foundation’s compliance-grade carbon credit infrastructure with Mascott’s Sentinal System, sovereigns gain access to the world’s most stringent carbon credit methodologies, backed by rigorous verification, registry integrity and legal robustness.

The arrangement covers global deployment across all jurisdictions that adopt the Sentinal System, providing a common, high-integrity standard for both tax collection and emissions reduction.

A new standard for sovereign alignment

“This partnership transforms how carbon markets serve national interests. By combining Mascott’s advanced public finance platform with our compliance-grade carbon credit infrastructure, we are building the global standard for carbon accountability and sovereign alignment,” said Daniel Rodwell, Chief Executive of The Carbon Foundation.

Mascott’s Sentinal platform delivers real-time visibility over emissions and associated tax flows, while The Carbon Foundation’s AAA-rated credits provide an enforceable, auditable instrument that governments and regulators can rely on for long-term climate commitments and fiscal planning.

“Sovereigns need more than voluntary offsets – they need robust instruments backed by infrastructure,” added A.J. Merrifield, Chief Operating Officer of The Carbon Foundation. “This agreement delivers precisely that, ensuring that every credit used within these systems is evidence-based, independently verified and fit for compliance use.”

Reinvesting in host countries

As part of the partnership, The Carbon Foundation will reinvest 10% of its net revenue in each host country into climate-positive initiatives, including:

  • Nature-based solutions and ecosystem restoration;

  • Local capacity building and skills development;

  • The origination and development of domestic carbon projects.

This reinvestment model is designed to ensure that sovereign partners not only gain a reliable tax and reporting framework, but also see direct, tangible benefits in the form of new projects, jobs and resilience within their own borders.
